GB 11564-2024 “Retroreflective Devices for Motor Vehicles” to Be Implemented in July, Replacing Four Existing Standards
On September 29, 2024, the State Administration for Market Regulation and the National Standardization Administration Committee officially released the national standard GB 11564-2024, “Reflective Devices for Motor Vehicles,” which will come into effect on July 1, 2025. This standard consolidates and replaces the four previous standards—GB 11564-2008, GB 19151-2003, GB 23254-2009, and GB 25990-2010—unifying and standardizing the technical requirements and management regulations for four categories of products: motor vehicle reflective devices, vehicle body reflective markings, rear vehicle identification plates, and triangular warning signs.
Key Changes
1. Standard System Integration: Break away from the outdated classification-based management model by consolidating four categories of dispersed reflective products into a unified framework, clearly defining both general and specific requirements, streamlining compliance procedures for enterprises, and enhancing the efficiency of industry oversight.
2. Upgrading Technical Specifications: Optimizing requirements for appearance, chromaticity, and photometric performance; enhancing core indicators such as the luminous intensity coefficient of IVA-type reflectors; introducing new requirements for photometric uniformity of reflective markings on reflector-type signs and for retesting the water resistance of vehicle rear marking plates; and tightening environmental durability standards.
3. Material and Structural Optimization: New performance requirements are introduced for weather resistance and lightfastness; the structural design specifications for reflectors and reflective markings are refined; installation stability and ground clearance requirements for triangular warning signs are clarified; and the overall lifecycle reliability of the product is enhanced.
4. Refinement of Installation and Inspection: Quantify the adhesion/installation locations and layout requirements for vehicle body reflective markings and rear identification plates; refine the production conformity assessment and sampling plan to ensure that products comply with regulations and are effectively implemented.
Implementation Tips
Following the implementation of the new standard, the design, production, testing, and installation of motor vehicle–related products must fully comply with the requirements of GB 11564-2024, while the previous standard is simultaneously repealed by the National Standardization Administration. Vehicle manufacturers, component suppliers, and testing institutions are required to complete standard promotion and training, product adaptation, and process adjustments in advance to ensure full compliance starting July 1, 2025.
