The UK will indefinitely recognize CE certification, meaning that products such as reflective vests and air pumps no longer need to obtain UKCA approval.
The UK Government has officially announced that it will indefinitely recognize the EU CE marking for 18 categories of products, including personal protective equipment (PPE) and low-voltage electrical equipment, thereby abolishing the mandatory requirement to separately apply for UKCA certification. This policy takes effect on 1 August 2023 and applies to England, Scotland, and Wales (the Great Britain region).
Key Changes and Positive Factors
- Certification Simplified: For products such as reflective vests and vehicle-mounted air pumps, holding a valid CE certificate is sufficient for direct access to the UK market—no additional UKCA certification or repeated testing and declaration is required.
- Significantly reduced costs and timelines: Companies no longer need to prepare separate technical documentation, conduct compliance testing, or undertake certification procedures specifically for the UK market, substantially lowering compliance expenditures and accelerating time-to-market.
- Long-term policy stability: The originally scheduled mandatory deadline for transitioning from CE to UKCA certification at the end of 2024 has been abolished, meaning CE certification will remain valid indefinitely in the UK market.
Scope of Application
- It covers 18 major product categories, including personal protective equipment (PPE) such as reflective vests, low-voltage electrical equipment such as vehicle-mounted air pumps, machinery, and electromagnetic compatibility.
- Northern Ireland continues to operate under the “Windsor Framework” and remains subject to CE or UKNI marking.
Implementation Tips
Reflective vests, air pumps, and other products that have already obtained CE certification can directly enter the UK market by using their existing certificates and markings; companies are not required to initiate the UKCA certification process, as the current CE compliance system enables “one certification, dual-market access” for both the UK and EU markets.
